Submissions
In 1995, OMB began using agency submission Form 83-I.
It is significant in that unlike the previous form SF83, the new Form 83-I
does not require the agency to explicitly cite, or certify on
the agency
submission form, the specific statutes or regulations that legally authorize
the collection of information sought from the public.

2004-1040NR
Form 1040NR is the tax form for
Non-Resident Aliens.
It is of particular interest that the current 1040NR now shares
the same OMB control number as the Individual Form 1040
that allegedly requires payment of income taxes by American citizens.
Even the 2006 W-4 (withholding authorization) now uses the Form 1040
OMB control number 1545-0074:
