Everson, Commissioner Dear Commissioner Everson: PLEASE TAKE NOTICE that I have begun to educate officials of private companies that their workers are not subject to withholding, that they are legally not a "withholding agent" and that the individual income tax is fraudulent in its origin and illegal in its operation. Our campaign will include instructions for companies, workers and independent contractors on how to legally stop withholding, filing and paying the tax. A copy of the full packet of information we will be using during this campaign is enclosed with this letter. I am embarking on this national campaign in my individual capacity, as Chairman of this Foundation and as Chairman of the We The People Congress, representing tens of thousands of Americans. The We The People organization is not in the business of selling any goods or services. The information we are providing for companies is free of charge. Since 1999, as you are undoubtedly aware, we have done everything in our power to get the Internal Revenue Service, the Department of Justice, the White House, the Senate (particularly the office of the Majority Leader and the Senate Finance Committee) and the House (particularly the office of the Speaker and the Ways and Means Committee) to respond to our Petition for Redress of Grievances by answering our questions and addressing the evidence. We have acted professionally, intelligently and rationally. We are not anti-government or anti-tax. We are pro-constitution and anti-fraud. Nonetheless, our Petitions have been met by a conspiracy of silence. As you are undoubtedly aware, our questions have now been answered by tax professionals: attorneys, paralegals, legal assistants, CPA’s, a forensic accountant, a Special Agent of the Criminal Investigation Division of the IRS, a former Revenue Agent of the IRS, a former IRS Auditor and Fraud Examiner, a constitutional attorney and numerous expert tax law researchers. As you are undoubtedly aware, those answers have been served on all 535 members of Congress, the President and key members of the Administration. The answers, coupled with the government’s silence, proves conclusively that the individual income tax is, indeed, voluntary (notwithstanding the very heavy hand the IRS and the DOJ are laying on the People), that most workers are not subject to withholding and that most companies are legally not a "withholding agent." If you believe any of the information in our "Statement of Facts and Beliefs Regarding The Individual Income Tax" or in our Forms WTP #1 through WTP #7 is faulty or misleading, we would appreciate hearing from you.
