Action Plan. More and more citizens are colliding with the government over the issue of the legal authority of the IRS to force people to file tax returns and to pay the income tax. In the interest of the peace and tranquility of the nation, a pro-active, non-violent mass movement is necessary to develop a critical mass of informed people demanding answers to the questions regarding the legal authority underpinning the federal tax laws. Project TOTO is the Foundation's project designed to expose the true nature of the federal income tax laws and to educate people everywhere about the issue. Thus far, at a cost of $252,000, Project TOTO has published four full-page messages in USA TODAY. Now, with the assistance of concerned citizens, additional tasks will be initiated, as follows: 1. One Man Hungers, A Nation Prays. On July 1, 2001 Bob Schulz, the Chairman of the Foundation, will begin a fast which will continue until he dies or until Commissioner Rossotti delivers to him a list of the government's experts who will meet on September 18 and 19, 2001, with experts from the tax honesty movement, in a public forum at the National Press Club to argue against the conclusions of the tax researchers. Bob will be in Washington DC during the July 1-8, handing out copies of the USA TODAY ads to the tourists visiting the Jefferson and Lincoln Memorials. He intends to operate out of a truck and he intends to stay in touch with people via a lap top computer, the internet, and a cell phone. A Legal Defense Fund has been established to assist with the education of the courts and people charged with "Willful Failure To File" or "Failure to Withhold." To contribute, click here. 3. Employers Conferences. Conferences are needed to educate employers and the self-employed everywhere about the demonstrable lack of evidence of any constitutional or statutory authority for the withholding of the income tax from the paychecks of their employees, or for the payment of the income tax. The first of these is being planned for the Dallas/Ft Worth area. We intend to hold additional conferences in other metropolitan areas around the country. Employers everywhere will be encouraged to sign a statement that if 25,000 other employers agree to stop withholding on Jan 1, 2002 until the government agrees to meet with Bill Benson, Joe Banister and other tax researchers, then they will also stop withholding. To help with expenses, click here. 5. Self-Employed National Sign-up. Self-employed citizens everywhere will be encouraged to sign a statement that if 50,000 other self-employed people agree to stop filing their quarterly taxes on Jan 1, 2002 until the government agrees to meet with Bill Benson, Joe Banister and other tax researchers, then he or she will also stop filing. To help, click here. 6. Lien Removal Programs. A lien removal program patterned after the successful program launched in Florida will be organized in as many states as possible. To help, click here. 7. INCOME TAX REMONSTRANCE. The income tax remonstrance will again be delivered to the President and to the leaders of Congress, signed by many thousands more people than the 3500 or so that signed it prior to its delivery on April 13, 2000. An invitation to a conference to debate the tax researchers will be extended to all journalists of the print and broadcast media who have, in one way or another, discounted the claims of the tax researchers and who have acted as apologists for the IRS, including those from the New York Times, Washington Post, Gannet, USA TODAY, CBS, and NBC. An invitation to a conference to debate Bill Benson, Joe Banister and other tax law researchers will be extended to all "experts" who have been willing to act as Establishment spokesmen in the Media, including Professors Pollack and Green (who were quoted in the Rochester Newspaper article about Leonard Roberto) and Professor Potter, she of the famous "Hogwash!" comment on 60 Minutes II. Draft letters to the editors to educate people about the issues and related events, for publication in local newspapers around the country, will be prepared and furnished to citizens living in the areas covered by those newspapers. 13.
