Gentlemen:
An early reply to this letter would be appreciated. This letter is a follow-up to our
letter of May 5, 1999 (copy attached).
We have decided to move the symposium to the National Press Club in Washington, DC for
the following reasons:
- The symposium will be closer to the headquarters of the IRS and other executive offices,
to the Congress and to the Supreme Court, thereby facilitating and maximizing the
potential of their participation in the symposium.
- Washington is the media capital of the world and this issue needs media attention. The
implications of the conclusions of the research by Messrs. Banister, Benson and Conklin,
et al., are profound and of enormous national and international interest.
- Dozens of national policy research "think tanks" are located in the greater
Washington area -- organizations that have a need to know about the potential of a
near-term demise of the federal income and social security taxes. The facts, conclusions
and methodology of the research by Messrs. Banister, Benson, Conklin, and others, should
be of intense interest to them.
- The symposium will be closer to the House of Representatives and the Senate, thereby
making it possible for members of Congress to hear the "accusers" and the
administrations response to the allegations, and to offer their comments,
particularly with respect to tax-reform legislation already proposed or in the offing.
The symposium will take place on July 1st and 2nd, in the Conference Rooms on the 13th
floor at the National Press Club, located at 14th and F Streets, N.W.,
Washington, D.C. The symposium is open to the public.
We continue to await word from you as to the identity of the knowledgeable people that
will represent the federal government at the symposium and who will argue against the
conclusions of Messrs. Banister, Benson and Conklin.

Enclosed is a copy of each of the following documents:

2."The Law That Never Was," Vol. I and Vol. II, by William Benson
3."Why Nobody is Required to File Tax Returns and What You Can do About it," by
William Conklin
These documents provide a substantial amount of extremely credible
evidence that since 1913 the Executive and Legislative branches have been cooperating in a
collective decision to deprive people of a significant percentage of the fruits of their
labor by enforcing the IRS Code -- a code that has no basis in law -- no legal authority.
A growing number of people have become familiar with the facts contained in these research
reports and now believe that absent a proper constitutional amendment, Congress is
prohibited by the Constitution from requiring individual citizens of the fifty states to
file and pay an income tax or a social security tax -- i.e., from imposing a direct tax on
the people without state by state apportionment, and that, in fact, citizens are not now
required to file and pay.

Yet, a growing number of people are losing their homes, going to prison
and otherwise being subjected to financial penalties and emotional stress for either
falling behind on their payments or legitimately deciding that they do not have to pay.
Obviously, the current situation cannot be allowed to continue. We need to get to the
truth of the matter.
With that in mind, this Foundation is sponsoring a symposium in Albany, New York, on July
1st or 2nd, 1999. The following individuals: Joseph R. Banister, William Benson, William
Conklin, Devvy Kidd and Larry Becraft have agreed to present the results of their research
in support of three key conclusions they have reached:
1.That the 16th Amendment has, in fact, not been approved by ¾ of the
State Legislatures, and
2.That there is no federal statute that requires individual citizens of the 50 states to
file and pay a federal income tax or a federal social security tax.
3.That by filing a federal income tax form, individuals waive their 5th Amendment rights.
We respectfully request that you, as the duly elected heads of the
Executive and Legislative branches, identify the people with
the best legal minds to argue against these conclusions and have those people participate
in the symposium.
More specifically, we would request that your representative(s) provide certain definite
evidence on the above points, including:
(1) documentation that the 16th Amendment was properly and legally ratified; (2) a copy of
any law that compels citizens to file and pay federal income and social security taxes;
and (3) an official, clear, and unambiguous explanation as to how one can file a federal
income tax return without waiving ones 5th Amendment rights.
We intend to publish the proceedings. We hope to have the symposium covered by C-Span.
The We The People Foundation is a New York State not-for-profit corporation. Its mission
is to educate all citizens with respect to constitutional matters. It has been accorded
status as a 501(c)(3) organization, as of April 20, 1999.
